Mendocino County has proclaimed a local emergency due to the winter storms. Power outages, ground saturation and unstable hillshides all contribute to the county’s decision to declare the emergency. The Lake County Board of Supervisors yesterday approved a declaration of a local emergency due to the unusually cold weather and heavy low-elevation snow.
