Mendocino County Grand Jury Posts Finding of Complaint Against City of Willits

After a complaint of multiple irregularities including an intimidating and toxic workplace culture for city of Willits employees, the Mendocino County Grand Jury in its report has found ample evidence to support that claim. The Grand Jury has given recommendations to the City Manager and to the City Council, including restoring and filling the position of Human Resources Director by January 1st of 2026, demonstrating compliance with existing personnel policies and creating a mechanism for compliance and oversight of those policies. It was also recommended that the Willits City Council conduct an annual performance review of the City Manager by April 30th of each year. A response from the Willits City Council regarding “All Findings and All Recommendations” is required within 90 days of the report’s release.
