An arrest has been made in the first case in which a person has been charged with murder for giving another person fentanyl. Joe Nathan Boggs, 27 of Lucerne was arrested Friday morning and charged with murder in the death of 17-year-old Illeanna Makena Frease of Lakeport. Frease was a member of the Elem tribe. Boggs was also booked for possession of drugs for sale, transportation of a controlled substance for sale, and furnishing a controlled substance to a minor. His bail is set at $1 million.
