The most recent Republican to represent the North Coast district has died. Frank Riggs served in the U.S. House of Representatives for three terms. Riggs was a longtime state resident and served in a school district in Sonoma County and as a Police officer before running for the House. Riggs died on Dec. 20th from complications from heart surgery. He was 73 years old. A service is being held today at the Veteran’s Cemetary in Phoenix, where he eventually retired,
