The LakeCountyNews reports forecasters say this will be the third winter in a row impacted by La Nina conditions, where the water is near the equator is cooler than normal, which in turn impacts the jet stream, which affects overall weather patterns. That means another mild start to winter, with lower than average rainfall and higher than average temperatures.
