Middletown Man Charged With Starting Major Wildfire, Other Felonies

A Middletown man, faces 14 felony counts in Napa County for starting the McKinley Fire, vehicle theft, and a high-speed chase. William Ralph Harbour IV, 37, is charged with kidnapping, carjacking, elder abuse, and assaulting an officer. He allegedly set a victim’s vehicle on fire, stole another victim’s vehicle with her 7-year-old daughter inside, throwing the woman from the vehicle. The child was dropped off before Harbour led an 80 mph chase, ramming State Parks vehicles. He was jailed without bail and is scheduled to enter a plea on September 11, with a judge ordering no contact with victims.
