Clifford Merle Cutrell, 54, a transient from Clearlake Oaks, was arrested Tuesday by the Clearlake Police Department on felony charges, including kidnapping and rape from Tuesday, Aug. 12, and felony assault from April 10. Both cases were filed Thursday and Cutrell was arraigned the same day. Bail is set at $1 million for the rape case and $125,000 for the assault case. Cutrell has a criminal history spanning nearly 20 years in Lake County and the region. He is a high risk, registered sex offender. Despite his long and violent criminal history, he so far has only been convicted of one “strike” under California’s three strikes law.
