Clearlake has ended its 10-year, $375,000 annual contract with North Bay Animal Services (NBAS), citing poor management, overcrowding, unsanitary conditions, and lack of communication, following a Sonoma County Civil Grand Jury report that criticized NBAS for violating state law and industry standards. Mayor Russ Cremer, Councilmember Tara Downey, and Councilmember Jessica Hooten led the termination, stating NBAS failed to meet terms since 2023-24. NBAS Executive Director Mark Scott expressed disappointment, while Vice Mayor Dirk Slooten opposed and Councilmember Mary Wilson abstained.
