When the Clearlake City Council meets on Thursday evening, it will hear a presentation by Police Chief Tim Hobbs, who’ll give an update on Prop 36, an initiative passed last year to increase penalties for drug and theft offenses. The council will also hold public hearings on fire severity zones, funding for the Senior Community Center upgrades and authorization of bingo games for charity use.
