The man thought to be responsible for killing a man in Lakeport’s Library Park late last week has made his first appearance in court. Joshua Jacob Tovar, 33, of Lakeport was arraigned on Tuesday afternoon in Lake County Superior Court for the murder of 32-year-old Vicente Zeta-Colacion, also of Lakeport. Tovar was charged with murder, assault with a firearm, felon in possession of a firearm and ammunition. Along with those charges were special allegations, which indicate that Tovar planned the killing. A candlelight vigil for Vicente Zeta- Colacion will be held at 7:30 Saturday at the gazebo in Library Park.
