The Clearlake Police Department is asking for the public’s help locating a man last seen on Nov. 18. James Foster, 62, was last seen in the area of Howard Avenue in Clearlake. Foster is a white male adult, 5 feet 10 inches tall, 200 pounds, with short brown hair and green eyes.
