The operator of the Skunk Train has filed suit against the California Coastal Commission and the city of Fort Bragg over the two entities’ attempts to impose permitting and licensing requirements that the company’s lawyers believe to be unwarranted. The Mendocino Railway is asking the court to determine that the Commission and Fort Bragg should be prevented from imposing and enforcing any land use requirements, as the railway’s status excludes it from such oversight.
