Lakeport police arrested a Millbrae man on the 4th after he lit illegal fireworks that seriously burned a child. Ellery Penas lit a firework that launched toward a group of people nearby and hit a 4-year-old child. Penas wasPenas was booked into the Lake County Correctional Facility.
