The Lake County Planning Commission has rejected a plan for a cannabis project in the Middletown area and the owner of that project is appealing the commission’s decision. Zarina Otchkova, owner of WeGrow LLC, filed the appeal within the required seven-day window. The project — including growing, processing, and distribution operations, would be located on nine acres in Middletown. The rejection is based on the lack of an environmental impact report and concerns from neighbors.
