An arrest has been made in a fatal accident that happened Saturday at Indian Valley Reservoir. The crash involving an off-highway vehicle left a 19-year-old woman dead. CHP said 28-year-old Juan Torres, of Santa Rosa, was driving the OHV while under the influence of an alcoholic beverage.
